President Trump signed an executive order on Oct. 12, 2017, that aims to make lower-premium health care plans available to more Americans—what he calls "Obamacare relief" for millions of people. Trump is relying on the executive order because Congress, which is Republican-controlled, has not been able to pass a repeal-and-replace plan, the Associated Press reports. The president said the health care system "will get better" with his action—more competition and more choices—and that the action would cost the federal government nothing.
