Her face's made from potato dumpling(imo-mochi). Add some potato starch and milk to mashed potato, and mix well. And then, the dough is ready. You can design shape as you like. Melt some butter in a pan and fry the shaped- dough in middle heat on both sides. The dough is so soft, be careful when you turn it over.
