When the Inca started to levy taxes, they stayed offshore, expanding their boats into floating islands and adding soil from the mainland to grow vegetables. The expansion of tourism over the past 20 years has encouraged them to morph their floating lifestyle into 100+ family-run tourist destinations with shops, reed-boat rides, and fanciful observation towers.
