Blue hour happens when the sun is -6° to -4° below the horizon, while golden hour happens when the sun is -4° to 6° below the horizon. As the names suggest, golden hour is characterized by warm colors, while blue hour is characterized by cold colors. There are plenty of apps on the market that will tell you exactly what time the sun will be in a particular position, so you can plan your shooting accordingly.
