They're the world's smallest penguins – adults average just 13 inches tall – and Australia took an unprecedented step to save them: It bought every home on the Summerland Peninsula and turned it into a wildlife habitat. The story of the transformation of the area from a coastal suburb into a wildlife habitat and world-class tourist spot is one of unusual government foresight. The birds' nightly "penguin parade" was a major tourist attraction since the 1920s, a childhood rite of passage for Australian children. The birds had lived for years alongside a housing development, but their numbers were starting to dwindle. In 1985, the state government stepped in with an extraordinary plan: It bought every piece of property on the peninsula and returned the land to the penguins. Today, they are thriving.
