When decisions reach the public stage, they have already been decided out of the public eye. Here David Butow witnessed a reversal of the situation and seized the moment. When he arrived in the small room where the vote was about to take place, he sensed an unusual mood in the air, as he recalls on the website of Time, which published his photo: ‘Senators and staffers were huddled in small groups, speaking in hushed tones. The Republicans sit on one side of the room and Democrats sit on the other.’ Shortly before the session, Flake had not been one of those in the undecided camp. But something unexpected happened: cornered in a lift by two women who had been victims of sexual assault, Flake listened to their pain as he faced his decision to support a man suspected of similar acts.
