This jaw-dropping exo-skeleton is known as the “Oculus.” A cavernous transit hub with a high-end retail space, it was built at a cost of $4 billion – some $2 billion over budget – leading some critics and even some World Trade Center officials to call it a reckless case of overspending. “In my humble opinion, $4 billion should not have been spent. I think a perfectly appropriate transportation hub could've been built at half the cost,” Patrick Foye, Executive Director of the Port Authority of NY and NJ, told CNBC. But Matthew Crawford, a supervisor for the contractor that installed $55 million worth of marble at the Oculus, has a different perspective. "In a couple years, no one's ever gonna remember that. No one's gonna talk about how much money, and there was a little bit over budget, and maybe some of the time lagged.
