Students line up for rubella vaccinations in this photo from a 1970 Public Health Service brochure. The vaccination was a tough sell because it wasn't these kids' health that was at stake. The danger of rubella was that it affects unborn babies—the health benefit to the vaccinated child was not the issue. Instead, the campaign appealed directly to Americans' sense of responsibility to the wider community.
