Idris Suleiman kicks a small indent in the soil and then drops in a cupful of urea next to his maize plants on his farm in the Teraba State of Nigeria. The application of the 46 percent nitrogen urea is made six weeks after planting. This region in South Central Nigeria could be the breadbasket of Africa, but the farmers don't have enough nitrogen for their crops. An NGO called the International Fertilizer Development Center has identified 100,000 small farmers in the Teraba State like Suleiman and started a fertilizer voucher program. With the vouchers, the farmers can purchase fertilizer at a 33 to 50 percent discount. When the vouchers are collected, the federal government pays the fertilizer manufacturer the subsidy amount. The vouchers are a way to get around corruption, and the program is increasing the yields of the subsistence farmers. But overall, these farmers are still applying a small fraction of nitrogen per acre compared to farmers in the USA and China.
