Flanked by Eritrea, Ethiopia, and Somalia, Djibouti is viewed as a haven in the unstable Horn of Africa and hosts armed forces from around the world. Initially U.S. troops were stationed on a Navy ship, but in 2003 they set up in Camp Lemonnier, a run-down French legionnaires’ base beside the airport.
