It's against police protocol to shoot into a moving car especially while the SUSPECT is not pointing a gun out (no weapons were in the possession of the 18 year old suspect #PaulOneal ) the suspect fled the car and was on foot when he was apprehended by police who shot him in the back and handcuffed him without getting him medical attention so he bled out. Reports say he was called slurs, stomped and police were seen high 5'ing each other and talking about having to be demoted to a desk job.
